Pakistan’s digital retail bank HugoBank has opened its first pilot customer account on Singapore-based HugoHub’s banking platform, marking the platform’s first live deployment with a regulated bank in Pakistan, according to a company statement reported on November 2, 2026.
What happened?
HugoBank opened the first pilot account on September 25, 2026. The deployment supports the bank’s controlled pilot under a Restricted License from the State Bank of Pakistan (SBP), which allows it to conduct limited-scope operations as a digital retail bank. HugoBank was among five applicants selected for Pakistan’s first digital-bank cohort. The pilot gives the bank a controlled setting to test its products and operating processes before it seeks approval for a wider commercial launch, which it hopes to pursue in early 2027.
Key details
- The pilot runs under an SBP Restricted License, so operations are limited in scope for now.
- HugoHub’s platform brings together core banking functions, including ledgers and account servicing, with payments, card management and savings tools linked to the customer app, plus an operating portal for administration, customer service and risk monitoring.
- The system has been adapted to Pakistan’s requirements, including biometric verification through NADRA, connectivity with payment networks 1LINK and Raast, and configurations for withholding tax, Zakat deductions and local reporting formats.
- During the pilot, HugoBank plans to introduce current and savings accounts, gamified money pots and debit cards.
- After approval for commercial operations, it intends to add retail lending and products focused on small and medium-sized enterprises.
- Pakistan introduced its digital-bank framework in 2022 to expand affordable financial services. The World Bank found that only slightly more than a quarter of Pakistani adults held a bank or mobile-money account in 2024.
What it means for people in Pakistan
For now, this is a limited pilot rather than a full public launch, so most people will not be able to open an account yet. But it is a concrete step toward branchless digital banks operating in Pakistan, which could eventually give people in underserved areas an easier, lower-cost way to open and use a bank account from a phone, without visiting a branch.
