Jazz came out on top in the Pakistan Telecommunication Authority’s (PTA) live network quality survey in Islamabad and Rawalpindi on Thursday, November 5, 2026, leading the other mobile operators on speed, voice call consistency and overall mobile data quality.
What happened?
The PTA ran a live Quality of Experience and Quality of Service field exercise on November 5, putting all four mobile networks through their paces across the twin cities. Three teams made live voice calls and used mobile data services along routes covering the New Islamabad International Airport, T-Chowk, Murree Road via Faizabad, Rawal Road, the old airport area, Srinagar Highway, Constitution Avenue, Club Road and other connecting corridors. PTA Chairman Hafeez-ur-Rehman also inspected services in person, visiting areas including Blue Area and Sectors G-7, G-8, G-9 and G-11, after an October 31 deadline for operators to improve network quality in the twin cities.
Key details
- Jazz led the survey on network speed, voice call consistency and overall user experience, with the regulator linking the result to additional spectrum, network modernisation and accelerated 5G deployment.
- The PTA said initial results showed excellent performance overall, reflecting improvements in the quality and reliability of telecom services, but teams also found weak spots in call quality and internet services at certain locations.
- The result follows a strong run for Jazz in the regulator’s quarterly surveys: it ranked first in 14 of 18 cities in the first quarter of 2026 and led in 10 cities in the second quarter.
- Jazz has around 75 million subscribers in Pakistan.
- The PTA inspected 184 mobile sites between October 22 and 28, 2026, taking the total number of sites it has monitored past 900.
- The surveys are carried out under the Cellular Mobile Network Quality of Service Regulations, 2021, which require operators to meet prescribed performance standards.
What it means for people in Pakistan
For people living and working in Islamabad and Rawalpindi, the survey is a useful guide when choosing a mobile network, especially for fast mobile data and reliable voice calls on the cities’ main roads. The PTA’s continued field checks also put pressure on operators to fix the weak spots the teams identified. No network performed perfectly everywhere, so users in specific neighbourhoods may still face patchy coverage until those gaps are addressed.
